Position Overview

Under the general direction of the Executive Director, the Chief of Staff serves as a senior executive official for the Illinois Liquor Control Commission (ILCC), directing agencywide operational coordination, strategic planning, and executive policy implementation. This position acts as the principal advisor to the Executive Director on agency operations, organizational performance, risk mitigation, resource planning, and complex confidential matters; represents the Executive Director in sensitive internal and external affairs; leads cross-divisional initiatives to ensure alignment with executive direction and agency goals; supervises assigned managerial staff; and conducts special projects and executive-level assignments in support of statewide ILCC operations.

Essential Functions

  • Subject to management approval, develops and implements agencywide operational policies, procedures, and standards to ensure consistency across all ILCC divisions.
  • Serves as the Executive Director’s primary representative and liaison across internal and external stakeholders.
  • Leads agencywide strategic coordination, policy alignment, and cross-functional initiatives.
  • Serves as full-line supervisor of assigned managerial staff.
  • Provides executive oversight of strategic budgeting and resource planning.
  • Conducts executive-level management meetings and ensures effective communication across the organization.
  • Manages sensitive and confidential assignments for the Executive Director.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires four (4) years of college with coursework in public or business administration.
  • Requires four (4) years of progressively responsible administrative/managerial experience in a public or business organization.

Preferred Qualifications

  • Prefers extensive knowledge of strategic planning, operational oversight, change management, budget development, forecasting, and resource allocation, with demonstrated ability to analyze, interpret, implement, and improve policies, rules, procedures, and programs, and to exercise sound independent judgment in confidential and complex situations.
  • Prefers three (3) years of experience supervising, evaluating, training, and developing staff; assigning and reviewing work; managing performance; recommending or administering discipline; leading cross-functional teams and organizational improvement initiatives; and resolving sensitive personnel and operational issues through collaboration, negotiation, consensus-building, and conflict resolution.
  • Prefers thorough knowledge of preparing executive-level reports, recommendations, and policy documents; representing an agency or executive in meetings with stakeholders, including boards, commissions, and elected or appointed officials; establishing and maintaining effective professional relationships; and communicating effectively both verbally and in writing.
  • Prefers thorough knowledge of public administration, regulatory compliance, law/policy, or program management operations, preferably in licensing/enforcement/compliance, with a demonstrated ability to interpret and apply state/federal statutes, rules, and regulations.

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid, appropriate driver’s license.

  • This position prohibits convictions for driving under the influence (DUI).

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.   • No Illinois Liquor Control Commission employee or immediate family member may receive any compensation or profit from, nor have any interest in the purchases or sales made by the persons authorized (liquor license) or to purchase or to sell alcoholic liquor.
